I don't think it's a crane as for balance reason the base of the beam must be right over centre of the front bogie/truck (or even behind it).
By the way Bucyrus built at least two Leslie system steam rotary snow shovels:
- Bucyrus no. 601 in 1908 for Gilmore & Pittsburgh Rail Road USA, G&P 02, scrapped after closure of the line in 1940
- a similar one for Grand Trunk Pacific No. 385075. GTP was nationalized in 1919 and merged into Canadian Railways. Unfortunately the only thing I know about it is a picture from a 1910 Bucyrus catalogue which actually shows many a good picture of their production.
